What is Hydrostatic testing?

Hydro testing consists of the following steps:

Perform external/internal visual inspection per DOT criteria
Place a water-filled cylinder inside a water jacket and pressurize to the specified test pressure
Calculate elastic expansion from total and permanent measurements
Record if the cylinder passed or failed
Stamp or permanently mark cylinder with test date (month/year) and RIN
